Green and Efficient Refrigeration Action Plan

On June 14, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the State Administration for Market Regulation, the State Administration of Market Regulation and others jointly issued the "Green and Efficient Refrigeration Action Plan" (hereinafter referred to as the "Plan"). It mentioned that the energy efficiency standards of refrigeration products will be greatly improved, and inefficient refrigeration products will be eliminated compulsorily. The energy efficiency limits of major refrigeration products will reach or exceed the energy efficiency access requirements of developed countries, and the first-level energy efficiency indicators will reach international leading levels. At the same time, accelerate the merger of household fixed-frequency air conditioners and variable-frequency air conditioners. Revise the mandatory energy efficiency standards for products such as multi-split air conditioners, commercial refrigerators, refrigerated display cabinets, heat pump units, chillers, and heat pump water heaters.

The significance of the Plan

The Plan mentions that my country is the world's largest producer, consumer and exporter of refrigeration products. The annual output value of the refrigeration industry has reached 800 billion yuan, employing more than 3 million people. The global output of household air conditioners accounts for more than 80%, and refrigerators account for more than 60%. my country's refrigeration electricity consumption accounts for more than 15% of the total social electricity consumption, with an average annual growth rate of nearly 20%. The air conditioning electricity load in large and medium-sized cities accounts for about 60% of the peak load in summer, and the energy-saving space of major refrigeration products is 30-50%. Improving the energy efficiency standards of the refrigeration industry and promoting energy conservation and emission reduction are of great significance to promoting high-quality development of the industry, forming a strong domestic market, cultivating new momentum for green development, implementing international emission reduction commitments, and deeply participating in global environmental governance.

At present, my country's energy as a whole cannot meet all the needs of the people. Although the existing domestic refrigeration products have high output, their technical strength has not yet reached the level of developed countries such as Japan and Europe. Therefore, the introduction of the "Plan" has played a good role in raising the market access threshold and improving the energy efficiency level of refrigeration products such as air conditioners. At the same time, it also urges leading refrigeration companies to improve their technology, actively research and develop innovations, and improve the energy efficiency level of their products in order to gain a place in the international competition.

Crack down on false energy efficiency labels

The proposal of this "Plan" severely cracks down on false product energy efficiency labels, certification and testing fraud, false propaganda, and other behaviors, and increases the intensity of random inspections of refrigeration products. Improve the system for publishing the results of supervision and random inspections, incorporate the results of random inspections and administrative penalty information into the national enterprise credit information disclosure system and the national credit information sharing platform, and implement joint punishment. Strengthen the quality responsibility accountability mechanism, strictly hold accountable, and products that do not meet the mandatory energy efficiency standards shall be recalled by the manufacturer within a time limit, and enterprises with serious circumstances shall be ordered to suspend production and rectify.

Strengthening the guidance of standards

The spirit of this "Plan" is to use it as an important technical basis for policy measures such as energy-saving review, government procurement, project bidding, energy-saving technical transformation, testing and certification, product promotion, and market supervision, and effectively promote the implementation of energy efficiency standards. Relevant refrigeration companies should also carry out standard labeling publicity and training to strengthen the capacity building of production companies and regulatory department personnel.
